Free Information Fiduciary License Agreement

Introduction

In The Netherlands Vrijschrift is actively promoting free schoolbooks under dual license terms, i.e. GFDL and CCBySA. There is a political majority in favor of stimulating free schoolbooks and developments are currently geared higher. Good news. A fiduciary license agreement for the books is something to consider in order to protect the character of free information against changing laws and legal attacks. My problem is that it makes it very depending on one organization in the case of FSFE's FLA. A first impression is that I would rather prefer to see a small coalitions of say four parties like FSF, Debian, CC and SL, working on consensus base, understanding the very principles of free and each having a right for veto against changes. Can such a coalition be accomplished?
